Assalama'laikum i would like to add the thafsir of Surat bagara regarding the charity.
Allah's statement,

(And whatever you spend in good, it is for yourselves) is similar to His other statement,

(Whosoever does righteous good deed, it is for (the benefit of) his ownself.)

There are many other similar Ayat in the Qur'an.

Allah said next,

(When you spend not except seeking Allah's Face. )

Al-Hasan Al-Basri commented, "Whenever the believer spends, including what he spends on himself, he seeks Allah's Face with it.'' `Ata' Al-Khurasani said that the Ayah means, "You give away charity for the sake of Allah. Therefore, you will not be asked about the deeds ﴿or wickedness﴾ of those who receive it.'' This is a sound meaning indicating that when one spends in charity for Allah's sake, then his reward will be with Allah. He will not be asked if the charity unintentionally reached righteous, evil, deserving or undeserving persons, for he will be rewarded for his good intention. The proof to this statement is the Ayah,

(And whatever you spend in good, it will be repaid to you in full, and you shall not be wronged.)

The Two Sahihs recorded a Hadith by Abu Hurayrah that the Messenger of Allah said,

(A man said, "Tonight, I shall give charity.'' He went out with his charity and (unknowingly) gave it to an adulteress. The next morning the people said that alms were given to an adulteress. The man said, "O Allah! All the praises are for You. (I gave my alms) to an adulteress. Tonight, I shall give alms again.'' He went out with his charity and (unknowingly) gave it to a rich person. The next morning (the people) said, "Last night, a wealthy person was given alms.'' He said, "O Allah! All the praises are for You. (I gave alms) to a wealthy man. Tonight, I shall again give charity.'' So he went out with his charity and (unknowingly) gave it to a thief. The next morning (the people) said, "Last night, a thief was given alms.'' He said, "O Allah! All the praises are for You. (I have given alms) to an adulteress, a wealthy man and a thief.'' Then, someone came to him and said, "The alms that you gave away were accepted. As for the adulteress, the alms might make her abstain from adultery. As for the wealthy man, it might make him take a lesson and spend his wealth that Allah has given him. As for the thief, it might make him abstain from stealing.'')

Allah said,

((Charity is) for the poor, who in Allah's cause are restricted (from travel)) meaning, the migrants who migrated to Allah and His Messenger, resided in Al-Madinah and did not have resources that sufficiently provided them with their needs,

(And cannot Darban (move about) in the land) meaning, "They cannot travel in the land to seek means of livelihood.'' Allah said in other instances ﴿using a variation of the word Darban﴾

(And when you (Muslims) travel in the land, there is no sin on you if you shorten the Salah (the prayer)) ﴿4:101﴾, and,

(He knows that there will be some among you sick, others traveling through the land, seeking of Allah's bounty, yet others fighting in Allah's cause) ﴿73:20﴾.

Allah then said,

(The one who knows them not, thinks that they are rich because of their modesty) meaning, those who do not know their situation think that they are well-off, because they are modest in their clothes and speech. There is a Hadith with this meaning that the Two Sahihs recorded from Abu Hurayrah that the Messenger of Allah said,

(The Miskin (needy) is not he who wanders about and whose need is sufficed by a date or two, a bite or two or a meal or two. Rather, the Miskin is he who neither has enough resources to sustain him, all the while people are unaware of his need so they do not give to him, nor does he ask people for anything.)

Imam Ahmad also recorded this Hadith from Ibn Mas`ud.

Allah's statement,

(You may know them by their mark) means, "Those who have good minds discover their situation,'' just as Allah said in other instances,

(The mark of them (i.e. of their faith) is on their faces) ﴿48:29﴾, and,

(But surely, you will know them by the tone of their speech!) ﴿47:30﴾. Allah's statement,

(they do not beg of people at all) means, they do not beg and, thus, do not require people to provide them with more than what they actually need. Indeed, those who ask people for help, while having what suffices for their needs, have begged.

Imam Ahmad recorded that Abu Sa`id said, "My mother sent me to the Messenger of Allah to ask him for help, but when I came by him I sat down. The Prophet faced me and said to me,

(Whoever felt satisfied, then Allah will enrich him. Whoever is modest, Allah will make him decent. Whoever is content, then Allah will suffice for him. Whoever asks people, while having a small amout, he will have begged the people.)

Abu Sa`id said, "I said to myself, `I have a camel, Al-Yaqutah, and indeed, it is worth more than a small amount.' And I went back without asking the Prophet for anything.'' This is the same wording for this Hadith collected by Abu Dawud and An-Nasa'i.

Allah's statement,

(And whatever you spend in good, surely Allah knows it well) indicates that no charity escapes Him, and He will reward it fully and perfectly on the Day of Resurrection, when it is most desperately needed.

Allah said,

(Those who spend their wealth (in Allah's cause) by night and day, in secret and in public, they shall have their reward with their Lord. On them shall be no fear, nor shall they grieve.)

This Ayah praises those who spend in charity for Allah's sake, seeking His pleasure, day and night, publicly and in secret, including what one spends on his family. The Two Sahihs recorded that the Messenger of Allah said to Sa`d bin Abi Waqqas:

(You will not spend charity with which you seek Allah's Face, but you will ascend a higher degree and status because of it, including what you put in your wife's mouth.)

Imam Ahmad recorded that Abu Mas`ud said that the Prophet said,

(When the Muslim spends on his family while awaiting the reward for it from Allah, it will be written as charity for him.)

Al-Bukhari and Muslim also recorded this Hadith.

Allah said,

(shall have their reward with their Lord), on the Day of Resurrection, as reward for what they spent in acts of obedience. We previously explained the Ayah,

(there shall be no fear on them nor shall they grieve.)

Asalam alaikum warahmatullah

From my experiences as well some organisations are not able to help an individual who walks in because they do not have enough money in the Zakat fund for example like I have been told and they think poor people are only in Africa or Asia. Some people are reverts and have been turned down by their families and the Masjid for financial assistance and they do not know any other Muslims who can help so if they turn to an individual I do not see why they should be turned down, because somebody thinks they will go to Vegas for example which simply is based on suspicion or a bad experience someone had. Not everyone has bad intentions so simply not helping someone because of one or a few bad experiences simply isn't fair there are many other genuine people out there. Some fake charity organisations have been set up but this will not stop people from donating to other charities because of a few bad apples.

One day you might turn away someone who really needs help so I think to be on the safe side if you are in a financial position to help one should always help within reason and avoid any suspicion one day it might be one of us who really needs help, how would we feel if no one helps because they think we might go to Vegas like somebody once did for example.
It is narrated in al-Saheehayn from Abu Hurayrah that the Prophet (peace and blessings of Allaah be upon him) said: ‘Beware of suspicion, for suspicion is the falsest of speech. Do not eavesdrop; do not spy on one another; do not envy one another; do not forsake one another; do not hate one another. Be, O slaves of Allaah, brothers.”
Al-Bukhaari, 5144; Muslim, 2563.

You do it for Allah's sake and hope to be rewarded. That persons actions will not stop you from getting your reward inshallah because your intentions count but that person will inshallah be punished for their deception. They are just piling bad deed for themselves. If a sister you know personally and you know their character and have had many dealings with tells you a situation of someone in need normally you will help without question and there simply is no reason not to help apart from Shaytaan's whispering I think.

I know families that have been turned down by the Masjid and other charities and are struggling so any financial help will be much appreciated and they are definitely not the type to go to Vegas because they do not even have any food. The problem sometimes comes when people do not know what is happening in their local community. I have come to the conclusion that it is better to help an individual in your community who really needs the help than donate to an organisation that will send ALL the money to someone in Asia for example and neglect someone who walks in from the community.

Aid donated to legitimate or registered charities does not reach every single individual who needs help. If I know a sister or brother going back to South Africa or Pakistan for example and they are collecting money for some children or a family in a village where they come from where charity organisations do not reach, I would like to believe I would help inshallah because the charities have limited resources and they do not go there so inshallah that donation will help someone who needs it. I will not think they are just asking me for the money so that they fund their holiday to South Africa/Pakistan and if they do that is between them and Allah.

There is a revert sister who was having issues with her family because of her reversion, her mum kicked her out of the house so she ended up staying with her sister who is schizophrenic and she wanted to leave because she was given a deadline to leave but she couldn't go anywhere else I was not in a financial situation to help her on my own so I turned to other sister from the Mosque to see if we could raise money for her from the Masjid but because of suspicion one sister who knows this sister as well said how do you know she will pay for the deposit maybe you should go with her and hand the money to the landlord yourself if she gets the place, if you go with her then I will donate, . Initially I agreed because time was running out and the sister had a day or two at her sister's house but then again I thought is this really necessary then I phoned the sister and told her that her donation was no longer needed because alhamdulillah other sisters who were not suspicous got in touch and we raised money for her which I took to her and she got her one room to stay in.

The sister now alhamdulillah has a job and pays her own rent, all she needed was help to get on her feet, she can now pray and has halal meet in her fridge which her mum banned her from buying. She can also now walk out of her own house with hijab on because when she was at her mum's she wasn't allowed.

We do not know what is in the heart of people so if someone says they need help that is what we should go by not what if...

Allah knows best.

Walaikum salam warahmatullah

No sister they did not help the family because the only way they could do it was through me. There are some good people around alhamdulillah but from what I have been through I think these are in the minority I guess also depends where you live because the West generally has individualism and this rubs off to Muslims because where we live can affect our attitudes to certain things.

Charity is to be given in secret but if these people helped I would not advertise that so and so donated money for so and so it will only be between them and Allah. People donate money to charities, Islamic relief etc, they themselves do not go to Haiti,Somalia etc. The Masjid asks for donations regularly to donate to people in need, this makes them a third party. Sometimes a third party is necessary because you cannot be everywhere to help a person but if you hear of a person in need in a remote place where only a charity or individual can go, you can't stop to help because you want to give in secret. What I would say in those cases is donate to the third party but just don't brag about it and Allah knows best.

Allah says we are one Ummah and if one part hurts the whole body will be affected, so for me to donate to a family in Haiti for example I have to go through a third party because I cannot go there. I just will not go around bragging about it and in this way only Allah and the third party know.

I hope I am making sense.

This letter is very sad but true. I have heard so much about the sister Aafia Saddiqui and her plight.

The general conclusion I have come to through different experiences has led me to believe that as long as an individual and their families are okay, they do not really care about others. It is a very sad situation we are in. Recently I tried to raise some money for a family in need but only 1 person came forward after sending sending several emails in my inbox and asking the people ,most of whom I know personally to forward to others who they know so that we can raise the money for the family but out of all those only ONE person came forward and made a donation. May Allah reward her/him and their family in this life and the hereafter. Ameen I had to refund them their contribution though because it was nowhere near the amount I wanted to raise for the family.

Some thought it was a scam. Subhanallah. How can you think someone you know or maybe have worked with will send you a scam email despite the fact I mentioned I know the family personally. If it was a random email you can understand because there are scams out there but not an email from someone you can easily trace or have had some contact with before and easily traceable.

Some wanted to know more about the family? Is it not enough just to know there are your brothers and sisters out there who need help. Do they have to mention all their problems just because they need help? what if the problems they are going through are personal? I think it should be enough just to know there is a family in need of x amount and help them only for Allah's sake and hope for the reward.

The plight for those suffering is not only a test for them but at test for us too to see what we will do to help them. The Muslims should be one body when one part hurts, the whole body is affected but unfortunately this is not the case for some of us. May Allah help us. The wealth of the wealthy is a test for them as well and they will be answerable on how they spent it.Allaah tells us that He will inevitably test His slaves with trials, so as to differentiate those who are sincere from those who are lying, those who panic from those who have patience. This is His way with His slaves, because if ease were to continue with those who believe and no trials were to befall them, there would be no distinction between those who have faith and those who do not, which leads to corruption. The wisdom of Allaah dictates that the people of good should be differentiated from the people of evil.

May Allah make us of those who are sincere and always ready to help those in need.
